The Business, Transportation and Housing Agency (BT&H) has launched a Performance Improvement Initiative to ensure clarity of focus on program outcomes and efficiency of departmental operations with the goal of achieving optimal cost-effectiveness so that the citizens and taxpayers of California and the customers of all departments can be assured they are getting a “high rate of return” on their investment of tax dollars and fees. The work performed in the Performance Improvement Initiative will be reported directly to the California Performance Review established by Governor Arnold Schwarzenegger to improve the effectiveness and efficiency of all of California government. To assist the BT&H in its review of departments under its purview, including the Department of Transportation (Caltrans), for the purpose of ensuring the department is operating in a business-like, customer-friendly manner that is clear, transparent and accountable to the public, the BT&H has enlisted the aid of a blue ribbon, advisory Expert Review Panel. The Panel will evaluate Caltrans utilizing the following three themes:
Maintain and preserve the current State Highway System – Maintaining and rehabilitating the State Highway System to preserve it for future generations.
Enhance capacity or throughput in existing corridors – Using technology and multi-modal strategies to strategically enhance capacity and reduce congestion.
Enhance mobility and accessibility to account for another 13 million people by 2025 – Expanding the system and enhancing modal choices and connectivity to meet the State’s future passenger and goods movement transportation demands.
Following a morning session in which all interested parties can provide recommendations as to how Caltrans can improve its performance to better achieve the goals stated above, the Panel will meet to deliberate the recommendations and other information they receive.
