Responsibilities and accomplishments include:
Administering housing, economic and community development finance programs:
- Expedited distribution of $1.3 billion, as of January 2006, of the $2.1 billion in Proposition 46 funds - producing or incentivizing more than 83,000 homes and shelter spaces:
- Financing affordable rental homes for more than 11,500 families through the Multifamily Housing Program.
- Aiding 5,500 families to become first-time homeowners or repair their homes through the CalHome and Cal HOME-BEGIN programs.
- Implementing Governor Schwarzenegger's Initiative to End Long-Term Homelessness to provide nearly 500 apartment homes with supportive services for the mentally ill homeless.
- Streamlined the designation of new enterprise zones, the state's premier economic development program that provides tax incentives to businesses and allows private sector market forces to revive the local economy.
Developing safe residential building codes and inspecting manufactured homes:
- Expedited the update of California's Building Codes for residential construction.
- Investigated nearly 500 consumer complaints regarding warranty violations, fraud, or other illegal sales practices by dealers and salespersons.
- Continued to register more than 300,000 mobile homes annually and complete about 100,000 manufactured home title transfers within 15 days or less.
Producing housing and community development information for policy makers and housing developers:
- Commissioned The Future of Infill Housing in California: Opportunities, Potential, Feasibility and Demand, available atwww.infill.org.
- Partnered with local governments to achieve a 74 percent compliance rate - the highest ever for completion of local housing plans.
- Served as resource of historical and up-to-the-minute land-use planning information for local governments, state agencies, nonprofit organizations and developers.
The state Department of Housing and Community Development (HCD) works to increase safe and affordable housing for all Californians by financing the construction of affordable homeownership and rental housing, assisting local communities in developing shelter and transitional housing for the homeless, and providing incentives for economic and community development. It also protects public health and safety through updates of residential building codes, licensing dealers and registering owners of manufactured homes, and providing titling services.
"HCD is committed to helping local governments provide housing for all members of their communities," HCD Director Lynn Jacobs said. "Providing housing and community development resources helps local governments reach their fullest potential in these areas."
